In the above URL at BlackBerry Code Signing Tips

it is writen that the certificate obtained by code-signing registration will work "per machine"

What does it mean by "per machine" ?

Is it the computer where the developer creates cod file and signs it. ?

i.e. the developer can't use his certificates if his system is changed or formated?

Or else "per machine" mean a BlackBerry Device ?

Please clear my doubt....
